Cambon suggested that Belgium should be invited. Herr yon Jagow replied: "By no moans. Our agreement will be at Belgium's expense." M. Cambon said: "I don't understand." Her? yon Jagow.said: "King^Leopold put a greater burden on Belgium's shoulders than she can carry, Belgium is not rich enough ,to carry out her Congo enterprise, and she will have to give it up." ■..-■'. , Herr yon Jagow went on to say that the great Powers alone were in a position to colonise. . In view of the economic transformation of Europe, the small nations could no longer enjoy an independent existence. M. Cambon retorted: "Thoge.aro not t4ie viows of England or Franco."
