MORE REVELATIONS OF GERMAN AIMS.
. PROPOSAL TO ROB BELGIUM; . LONDON, August 4... M. Beyors's despatch shows that Herr yon Jagow, the Gorman Foreign Minister invited M. Cambon, French Ambassador in France, to a private conference, and suggested that Germany, France, and Britain ought to oome to an understanding regarding projected railways in Africa. M. Cambon suggested that Belgium should be invited. Herr yon Jagow replied: "By no moans. Our agreement will be at Belgium's expense." M. Cambon said: "I don't understand." Her? yon Jagow.said: "King^Leopold put a greater burden on Belgium's shoulders than she can carry, Belgium is not rich enough ,to carry out her Congo enterprise, and she will have to give it up." ■..-■'. , Herr yon Jagow went on to say that the great Powers alone were in a position to colonise. . In view of the economic transformation of Europe, the small nations could no longer enjoy an independent existence. M. Cambon retorted: "Thoge.aro not t4ie viows of England or Franco." Herr yon Jagow then said lie was speaking as a private person, not as Seoretary of State. M. Cambon, howover, informed Mi Beyers.
