SHORTAGE OF SHELLS IN RUSSIA
■ OFFICERS TO BE CALLED TO ACCOUNT. PETROGRAD, August 4. The Duma has resolved that legal proceedings shall be taken without delay against all those responsible for the shortage of shells and other army needs, irrespective of their rank. The resolution indicates a determination to prosecute the late Minister of Wai 1, General Sukhonilinoff.
