A GERMAN. OFFENCE... LONDON, August 2. * The Press Bureau ro-asserts that the German military authorities undoubt- . cdly opened large numbers of letters which were- carried on the Swecuslv steamship Bjorn, despite the official German denial of such action. The Bureau also contradicts the German statement .that some 'of the mail-bags were opened because, they' contained wire-cutters,, which were contraband. It is absurd to suppose that the British Government would have recourse to the international letter service to import such bulky articles.^ Nevertheless, whatever the" contents the opened letters were suspected to contain, the German action was a breach of the Hague Convention, which provides for the inviolability of^ all mat's on neutral ve&sbls on the high ser.s.
