PRE-WAR INTRIGUE. (Received August 4, 9.20 a.m.) HAVRE, August 3. A Belgian Grey Book contains a copy of a letter from Byron Beyers, then Belgian Minister at Berlin, -proving that four months before the war Herr yon Jagow (German Secretary, for Foreign Affairs) proposed the partition of the Belgian Congo and the suppression of Belgium from the list of independent nations.
