GERMANY'S POLICY.
FAMOUS JOURNALIST'S REVIEW
LONDON, July 28
Maxmilian Harden, the famous German journalist, makes a remarkable attack on the German colonial policy. He says that it constitutes a bitter warning to the German people, who should road the lessons of the past 15 years. He ridicules the attitude of Germany at tho time of the Boer wax*, asserting that • tho Boers would not .have begun the war if they had not been led astray by the Kaiser's implied promise of protecting them. They believed that if tho worst'came, Germany would assist them.
