MADRID, July 27. Spanish politicians, professors, and other intellectuals have issued a manifesto, in which they say that they cannot remain unmoved at the pangs by which the world is torn. They stand firm on the side of the Allies, .which; represent ideals of liberty and justice. They hope that pence will destroy the domination of devilish brutality, and lay the foundation of a new fraternity directed towards the preservation ot reason and justice.
