WASHINGTON, July 25. The New York "Sun" says:—"The future rests with the Kaiser. The United States does not stand suppliant, nor does it ask for privileges." ( Tho New York "Times" remarks:— "The nation has now spoken, and its tone does not leave room for further declarations on our part. Tho maintenance of relations is now committed to Germany's hands."
