. (Reooived July 26, 10 a.m.) LONDON, July 25. The " Observer," in a review of the year's war, answering pessimists, says: "Within six months we will have nearer 4,000,000 than 3,000,000 under arms or in training. Nothing can prevent Britain's military force turning the balance against Germany's 40 years' preparation. ''It is impossible to lift the veil from the Navy, but we know that a considerable number of German submarines will never return to port. No outsiders can tell how many have been sunk and captured, but the Admiralty has no reason to be dissatisfied. . "The new construction since the outbreak of the war has probably been the most notable in "maritime annals, thanks largely to Sir John Fisher's inventive genius."
