DEALING WITH SHIRKERS.
PARIS, June 27 M. Dalbier's Bill has passed.
[This measure was referred to in a message on Saturday, as follows: —The Chamber also considered a Bill ousting shirkers from safe billets by moans of penalties of two to five years inflicted on "soft-job men.-" and their protectors. A mixed committee of nieu and masters lias been formed to bring cases of shirking to the notice of the authorities, and discovering the names of men a.t the front who are required ot the workshops.]
