LONDON, April 22

• The Indian Wheat Committee has devised a scheme to prevent speculation in India's surplus, .which is estimated at two million tons.

The Indian Government has fixed a maximum price for India's: requirements/arid the surplus .will-...be' handled by the Wheat Committee's broker in London. All profit arising between the purchase price in India and the price realised in London will be handed to the Indian 'Government.
