AN OFFER BY BRITAIN.
(Received April 23, 2 p.m.) LONDON. April 22. Replying to Lord Charlas Beresford
the Hon. Neil Primrose said that Britain had informed the United States that she was willing to allow Germany to inspect Britain's treatment of German submarine officers and men if similar facilities were granted a British representative.
