NEW SUBMARINES
PROTECTION OF PANAMA CANAL.. (Per Press Association—Copyright). WASHINGTON, December 16. Tenders have been received for eight new submarines. The specifications provide for a surface speed of 21 knots and a speed submerged of 16 knots, Diesel propulsion, of. sufficient cruising capacity to accompany the fleet round i^s globe. The navy was in- J sufficient and unprepared to protect J the Canal against a navy the size of Germany's. The lack of base, however, would handicap a. hostile navy. He thought that the ultimate development of the submarine would be a vessel of 2000 tons and a speed of 25 knots, able to accompany battleships everywhere.
