NO EXTERNAL DAMAGE. LONDON, December 16. Tlie report on the Bulwark enquiryshows that. it is ■ clear from the evidence of eye-witnbsses and divers that no torpedoes or mines could have been used. An examination proved that there was no external damago to the hull. Experts are of the opinion that the exact cause of the accidental ignition of the ammunition will never be known.
