The Sultan, in a speech, declared j that when Turkey was firmly observing the strictest', neutrality,''the Russians attacked the Black Sea Fleet and England and France sent troops to her borders; therefore she was comoelled to go to war. He stated that 'lie" was convinced that Turkey would add victories to those gained by the- ! glorious. German and Austrian armies.
