BURGOMASTER'S PROCLAMATION
CITY PREPARED FOR SUR-

It transpires? that the Burgomaster of Antwerp issued a proclamation a week ago quoting the Kaiser's assurances or non-interference with the civil population and warned the citizens against interference with foreign soldiers entering the town. The city, therefore, regarded surrender as • a natural sequence and the only sane policy of saving the city. During the bombardment the destruction of the waterworks by the Germans deprived the city of water and prevented the brigade from extinguishing fires. All the chief art treasures have been removed. '
The suburbs of Borgehout, Zurimburg and Berchem have been almost entirely burnt out. It is rumoured that the Queen has sailed for England. The Germans have blown up all the bridges on the road from '.Ghent to IrgelTminstor (25 miles south-west of Ostencn,'s"id destroyed the station at "Vive St. Eloy. '
