SOUTH WALES MINERS.
LONDON, December 16. The South Wales Conciliation Board for miners asked the owners to agree that all colliers should be expected ,to join the Federation, which was responsible for the observance of the conciliation agreement. The owners replied that they were unable to be a party to coercing men joining any union, and recalled that the delegates undertook to represent all colliers, whether unionists or non-unionists.
