! Lord Morley, in a fascinating book ion politics and history, just published, says that the two Houses of Parlia-|-,ment are being fundamentally transformed before the people's eyes. A slow, silent, and disguised transforma--1 tion of the Constitution of the Empire is proceeding, without embodiment in any .single instrument'or any coherent and systematic transaction. The selfgoverning Commonwealths are making an initial claim for a direct voice in the control of Imperial affairs. The most recent move in this direction, the i adjustment of the Naval contributions, has not so far been decisive. .
