LONDON, December 13

Mr Redmond, in a communication to the Press, in reply to Mr Balfour's pamphlet, "Nationality and Homo Rule," says Mr Balfour's decision to do nothing with regard to Home Rule, follows on a twice-recorded decision in the House of Commons in its favour, and the declaration of a. section of Irishmen to offer armed resistance. Mr Balfour's dialectics do' not touch realties, in the face of four-fifths of the Irish people deciding to assume arms in order to claim a settlement which the representative House offered.
