The Right Hon. H. L. Samuel, at the National Liberal Club, said the best service the Motherland could render the Dominions was to manage the foreign relations of the Empire soberly and sincerely, maintain peace, abstain from aggressiveness and keep adequate armaments. He did not believe that tlu present Constitution or absenpe of .a Constitution could be the final form of relations between the Motherland and the Dominions. There could be no greater folly than to press forward this question before it was ripe for solution. The Committee of Defence might bo the beginning of tin organisation common to the whole Empire. Any future Imperial union must reconcile unity with local autonomy, which must come by growth not by manufacture.
