WELLINGTON, August 22 The Council met at 2.30 p.m. Defence Committee.

An extension of 21 days was given to the. Defence Committee in which to lePo' ' Copyright Bill. The Copyright Bill was read a third time. Local Bodies' Loans Bill. The Hon. F. H. D. Bell moved the second reading of the Local Bodies' Loans Bill. j The Hon. J. E. Jenkinson said that the principal feature of the Bill was that of State guarantee. The Local Bodies' Loans Bill would be as enacted in 1908, but which had been repealed 'in 1909. Some explanation was due to the Council as to why it "was being reenacted if previously it had been found | unsatisfactory. The sinking funds were endangered under the Bill. . The Hon. Mr Bell, in replying, said that the State could not provide till, the money required' for local arid general purposes. The Bill was designed to relieve the pressure of local bodies upon the Treasury.- Mr ■''Jenkinson waVin error in supposing that_ the law' was altered in connection with the sinking funds, which were perfectly safe. The second reading was carried. State Advances Bill. The Hon. F. H. D. Bell moved the second reading of the State Advances Bill.

The Hon. J.'EL Jenkinson protested against the removal of the Minister from the Board. The fear of political influence was a bogey.

The Hon. J. Duthie approved of the removal of the Minister, all of whom were greatly overworked. He deprecated the extension of the borrowing powers, which were approaching a dan-

gerous area. The Hon. W. Earnshaw advocated the retention of the Minister on the Board. If Ministers were overworked more should be appointed.

The second reading was carried, Methodist Union Bill.

The Hon. F. H. D. Bell moved the second reading of the Methodist Union Bill. He said that a doubt existed as to whether the Bill was a private one. He moved that it be referred to the Local Bills Committee.

The second reading was carried. The Council then adjourned till Thursday next.
