PARIS, May 7. Tho Government has decided to concentrate the torpedo flotillas in the Channel at Cherbourg and Dunkirk, closing L'Orient.

[Cherbourg is a French port and arsenal, with immense harbour works and fortifications, begun by Vauban in 1687, and continued by Napoleon till 1858^ and by the French Government till 1894. The breakwater is about 2$ miles long, and encloses 2000 acres. The great inner naval floating harbour is entirely cut out of solid rock, is 20 acres in extent, arid connected with great fortifications. Dunkirk is the most northerly seaport of. France, on the. Strait of Dover, and is a very strongly-fortified place. The harbour works were earned out at a cost of -62,000,000, I/Orient has since 1815 been the principal French naval shipbuilding yard.
