James Bryce, British Ambassador to Washington, has resigned his position and is returning to England. (Received November 12, 10.10 a.m.) LONDON, November 11. Although Mr Bryce's resignation has not been officially announced, the newspapers state that Sir Cecil Spring Rice, at present the- British Ambassador to Sweden, is succeeding him. as Ambassador to the United States. .The "Evening News "■■declares that Mr Bryce's blunder over Canadian reciprocity sealed his fate. (Received November 12, 12.25 p.m.) WASHINGTON, November 11. Mr Bryce's impending retirement is believed to mark the abandonment of Anglo-American arbitration.
