HELP FOR FAMINE SUFFERERS. - LONDON, February 19. Hailing him as a second Washington, the National Assembly telegraphed to Yuan Shih Kai .that he had been unanimously elected President of the Repubiic/7 Dr Sun Vat Sen urges that an "appeal should be made to foreigners to assist in relieving the distress now being experienced in the famine-stricken districts. The " Daily Sketch " announces that Dr Sun Vat Sen is coming to London, and that he will be the first Ambassador froni the' Chinese Republic.
