Papal . decree prohibiting Cath»ifcj|i suing the clergy, states that a Couri^t' transgression involves sentence of excommunication as already pronounced. He adds that absolution from excommunication is specially reserved to the Pope. 1 The decree similarly penalises those enacting laws or decrees against the liberty and rights of the Catholic Church. "Thus, every member of Parliament legislating and every executive officer promulgating such laws come within the scope of the decree. The Nationalists already realise the possibilities of tho decree as an instrument of Battle against Home Rule. The correspondent adds that, for the second time within a few years, the Roman Church has dealt the cause ot separation a heavy blow.
