The Octobrists have introduced a Bill into the Duma in retaliation, for tho abrogation by America of the treaty of " 1832, which doubles the duties on American goods, and also taxes goods hitherto unduti&ble 100 per centum ad valorem. It also doubles port and harbour dues on American vessels.
