SLY GROG-SELLING.

The increased drunkenness would app.ear to have been mainly in tho large cities and other places where license prevails. It is at any rate: worthy of remark that the offence of sly grog^selling has suffered a considerable decline. During the year ended March 31 there were 196 prosecutions for sly grog-selling, resulting in 117 convictions, as against 235 prosecutions and 154 convictions during the; preceding year. "The police," remarks the Commissioner in his annual report, "are often blamed for failure to detect illicit sales of liquor." He therefore repeats what he said in last year's annual report as to the failure of the public to afford the police any assistance in this respect, and that for this reason it is found necessary to resort to methods which are distasteful both to the public and the police.
