LONDON, December 14. Lord Avebury,- in reply to a~ correspondent, says that the Birmingham. Post's alternative to the Budget proposals are very - undesirable, but not impracticable. They-are a retrograde step,, reverting to the system abandoned by Peel ana Gladstone. The system, was found, to be expensive, vexatious, and dilatory, involving delays that w.ere hi some cases more injurious to commerce than • the 'duties themselves. ' They 'would probabl produce enough to provide all ■' expenditure, including old age pensions, hitherto sanctioned, though they would in nowise be ja satisfactory means of doing so. ■ '.'" " ,
