Mr Joseph Chambei'lain, in a letter to the Manchester and Ealford electors, urging tariff reform, says: "I hope we shall no longer slam tho door in the colonies' face, believing that fiscal reform will bring our kinsmen across the water closer, and they, at -all events* are quite ready for the change,"
