MR CHURCHILL ON MR BALFOUR.
Received December 13, 10.15 a.m. LONDON, December 12. While speaking at Oldham, Mr Churchill characterised Mr Balfour's manifesto, and said that "no more flat, mild, stale, muddy, discouraging beverage had ever been handed to a peculiarly thirsty party."' He added that Mr Balfour had mude an exhibition of .himself at the beginning of the year, when he ran about tho country with March hares and April fools,, endeavouring to creato a naval panic.
