LONDON, July 15. Mr E. A. Villiers, in introducing a large deputation of- members of the House of Commons, declared that tho Gdvernment in entering the Sugar Convention had betrayed freetrade principles, infringed the rights of the Commons, and violating the constitution.

Several members of the deputation dissociated themselves from this language. ■ ..

Mr -Asquith declared the accusation to be improper, and unjustified by facts. He assured the deputation thatr the new Convention was in harmony with all the essentials of freetrade principles, and did not contain any restriction as to the sources of 6Ugar. He disclaimed the idea of acting behind Parliament's back; Government had explicitly announced the policy as early as June, 1907.
