STATEMENT BY PRINCE BULOW.

.Prince Yon Bulow, in the Reichstag, made a warmly appreciative reference to the Kaiser's reception in England, and attributed the past estrangement or Britain and Germany to great mutual misunderstanding, during which each accused the other of objects and ideas which did not exist. .
