ALLEGED RAGGING
WELLINGTON, November 29. The report of Mr H. W. Bishop, S.M., who was appointed a Commission to investigate cases of alleged "ragging" in the railway engine cleaning sheds at Christchurch, was received by the Premier this afternoon. The report mentions that the weight of evidence was against the statement of the witness Bray, who figured prominently in the formulation of the charges, which the magistrate submits were not substantiated. He makes no recommendation. The gist of the report is ' not proven.'
