FEDERATION OF SELF-GOVERN-ING DOMINIONS.

HALIFAX, Aug. 9. Earl Grey, the Governor-General, in addressing the Canadian Club, said that when South Africa federated, it would bo possible to look forward to a successful attempt to federate all the King's self-governing dominions. The time must come when Canada would assume her share of the burden of naval defence. In referring to the AllRed route, his Excellency rejoiced that the British Government was earnest m its resolve to bring the distant parts of the Empire nearer the centre, and make the Empire compact.
