AN IMPORTANT BILL.
CONSTITUTIONAL CHANGE INVOLVED. (Received August 10, 7.26 a.m.) LONDON, August 9. Since Australian' cables suggest that the Federal Judiciary Bill takes away the existing State rights of appeal to the Privy Council, barristers concerned in pending colonial appeals express theopinion that the Bill ought to be reserved for the Royal assent under section 74 of the Constitution Act, pending the determination of the questions involved in the Bill, and pending appeals on constitutional points;
