(Received July.3l, 7.5S a.m.) LONDON, July 30 The House of Lords discussed Congo affairs, and the horrors were denounced on all sides. Lord Fitzmaurice urged patience, in expressing a hope that the' Belgium Parliament, in the event r ' annexation of the Congo, would obtain real and effective control, which would lead to radical reform. He dwelt upon the dangers of any rash action.

Lord Lansdowne concurred with Lord Fitzmaurice's views.
