STATE FARMS AND INDUSTRIAL SETTLEMENTS.

At the last fortnightly meeting of tlie Christchurch branch of the Independent Political Labour League, the committee set up .to deal with the question of the establishment of State farms presented its report, which was to the following effect: —(1) That in view of the fact that a considerable number of our fellow-colonists are unable to obtain employment, the * Government be urged to set apart blocks of lands of suitable size, position and area, for the purpose of forming State farms and industrial settlements; (2) that the whole scheme bo initiated and carried out by the Government; (3) that employees on the farms receive the current rate of wages ruling for such work; (4) that workers bo graded according"io ability, each grade carrying its own rate of pay; (5) that work shall be found for all applicants, be they young or old, skilled or unskilled; (6) that provision bo made for teaching the unskilled, and light work found for the physically unfit; (7) that all requisites required by its employees be supplied by the Government at a small margin above actual . cost; (8) the scheme should be eventually self-supporting. The proposals wore approved of, and it was decided to discuss the best means of bringing the matter forward at the rext. meeting of the League "
