ENDANGERING THE PUBLIC PEACE.

NEW YORK, July 25. The Governor of North Carolina refuses to obey the ruling of the Federal Circuit Court- declaring- the States law on railway rates unconstitutional, and will reject all compromises until the railway company complies with the law. A serious conflict between the State and Federal authorities is feared, involving even the use of Federal troops to enforce the Court's orders.. The Press widely condemns" the Governor's action.
