Wei,ltngton, Jan 24 In the course of the con7ersHz lnne tendered to him by the people or" Wellington to-night. Sir JoseplvWard referred to the vacancies in the personnel of the Legislative Council, and explained the difficulties facing the (Jovernm.enfc in recommending persona to fill theip. The Council was now nineteen short of its original sgembership, and it had been decided to recommend the appointment of fourteen to fill the more reoent vacancies .caused by de&tb and pfflaxion of time. Provincial represents* tion and the population basia had fco-rbe considered. Of the fourteeu recent vacancies five were from the North Island nnd nine from the South. It was now decided that eight should be appointed from the North and six from the South. They would represent ail classes of the fomraunity. Four were farther?, two Labour representatives, three lawyers, one medical man, one manufacturer, one journalist, and two commercial men. Every interest would thus be covered, Ths new appointments were : —

Hamilton Gilrnpr, retred, \VelHnert>n. Robert Loughnan, journalist, Wellington. George J. Smith, commercial man, Christchurch. John Barr, ex-President Trades and Labour Council, Ohri3tchur;:h. John Anstey, fariaer s South Canterbury. J. R. Sinclair, lawye^, Dunedin. J. T. Paul, ex-president Trades and Labour Council, Dunedin. J. f>. Callan, lawyer, Dunedin. It was thought advisablp said Sir Joseph, to have . these legal' gentleman included in the list, as at present the AttorneyrGeceral was the only lawyer in the Council, which, as a revising body, should have the benefit of the experience of more legal members. He believed the Council, as now composed, w^nld be found as efficient as any fche colony had eyer had,
