John's, Nov. 8 Th« captains of American fishing vessels asked th 9 commander of the cruiser Brilliant if. they could hire Newfoundlanders outside the three mile limit, the Colonial Government having declarfid the Bait Aot rendered it illegal for Newfoundlanders to serve on foreign fishing veeseip. The captain of the Brilliant replied that the modus vivendi rendered such action immune fv m penalty. He notified the Colonial Fishery Inspector that he intended to frame rules for the herring fishery.
