j United Press Association—Per Eleotrio Telegraph—Copyright Londoh, Nov 9 The report of the Inspector of the local Government Board at the inquiry into the charges of extravagant administration of the poor law in Poplar suggests that the Guardians deliberately increased the expenditure in order to force the legislature to bring about complete equalisation in the rates all over the metropolis. The report exonerates Mr W. Crook, chairman, and Mr George Lansbury, one of the Guardians, from the tnisconduot of which some of their colleagues were guilty, but holds them in no small degree responsible for Ja policy leading to the pauperisation of great numbers of people, and an increased expenditure in the borough, which influenced great hardship on struggling tradesmen and others. Mr Crook describes the report as wicked and prejudiced.
