M. da Witte is informally conferring with influential reformers. He asserts that the Czar is sincerely desirous of meeting' the wishes of the nation, and has the greatest desire to become a constitutional sovereign like Ring Edward VII, and haa only hesitated to grant a- constitution because he is not convinced that the natioa desires it.

The reformers are, however, profoundly' sceptical and suspicious. There is much dissatisfaction at the ' limited franchise under the Duma scheme. There are only 13,000 electors in St. Petersburg out of a population of 1,400,000.
