Rescript by the Mikado.
Entirely Satisfied with the x eace. The Mikado, in a rescript announcing the peace, after referring to the gloricus success of the army and the navy, and the cheerful self-sacrifice and patriotism of the nation, declared the treaty secured the essential objects of the war, and that the terms were in entire conformity with his will. Russia was again the friend of Japan, and he hoped that their relations would become intimate and cordial. He urged that constant efforts should be made to improve the national administration and strengthen the Empire.
