A Grand Duke's Opinion.
Peace Impossible.
London, Jan.. 31 The Grand Duke Cyril, interviewed at San Remo, declared that the Czar was disposed to make concessions to the workmen until he saw their demands were of a political nature. General Stoessel would have to acoount for his conduct. Peace with Japan was at present impossible. After Admiral Rozjestvenski had fought a decisive action m Japanese waters, peaca might be within reach. The Grand Duke Cyril returns to Manchuria m March.
