£An Amendment Negatived.
Keceived March 2, 8.23 a.m. London, March 1 In the House of Commons, Mr E. G. Pretynmn, justifying the Navy Estimates, said that Britain's policy was purely defensive. She adhered to "the two power standard in regard to battleships, and followed what other countries did, and did not initate expenditure, but that standard did not apfly to cruisers. If, as Lord Jlosebery said, tho world was our granary, Britain did not intend to allow the key to be handed to anybody e'se. The number of cruisers required to protect trade was tho result of an absolutely scientific calculation. Dealing with the personnel of the navy, he announced the adding of 25 officers to the Australian Naval Ee?erve.
Sir J. H. Eoberts, with Sir 11. C. Bannerman's support, moved that (.he Government communicate with the other Powers with a view to diminishing the shipbuilding programme. The amendment •was negatived by 174 votes to 122. Mr Arnold Forster reiterated Lord Goachen's offer that the Government would consider foreign overtures.
