London, Feb. 29. Some Japanese cavalry encountered Kussian cavalry northwards of Pingyang, After a sharp fusillade, the --Russians retired.
The "Daily Chronicle's '■' Seoul corres« pondent says reports have been received there that the Russians in Northern Korea have killed a number of defenceless peoplo on the ground that the Koreans allowed the Japanese to conduct warlike operations in their country. He adds that iv consequence of these outrages the Korean. troops have been ordered to join the Japanese.
