A Korean-Japanese Treaty.
London, Feb. 25 Colonel Hay understands that Japan has negotiated a treaty with Korea, guaranteeing Korea's independence and integrity. Washington, Feb. 25 Count Cassini, the Russian Minister at Washington, remarked that it was impossible for Russia to regard as valid any declarations Korea may have issued.
