London, Feb. 22 The P. and O. staamor Mongolia outward bound for Australia, on Saturday encountered a Russian battleship and four destroyers in the Red Sea, 460 miles north, of Aden. The mail steamer waß fruitlessly chased in the belief that she was a Japanese vessel. When signalled, the Mongolia stopped and satisfied her pursuers that a mistake had been made. The officer in command of the squadron begged to be excused.

Ottawa, Feb. 22 The Canadian Government intends to increase the militia to 100,000, rendering it possible to mobilise 60,000 troops quickly in the event of complications in the Far East.
