Austro-Russian reforms in the Balkans have been submitted to the Grand Vizier, to deal exclusively with the administration on an equitable collection, and the application does not raise Imperial, racial, or sectarian questions. The Sultan has thanked Prince Ferdinand for arresting the Macedonian committees.
