London, February 23 Renter's Agency states that it was informally suggested to* M • Chamberlain that the Cape war contribution of ten millions should bo final and absolute proof of Dutch loyalty. Some urged that the amount was excessive, but Mr Chamberlain declined any contribution which was not made absolutely unanimously, and spontaneously.
