The Cabinet met today and discussed the gift of 10,000.000 dollars (£2,000,000) which, it is said, Mr Carnegie has offered ioglrefor educational pnrp ses. It «ii stated aftar the meeting that the President had received a communication from Mr 0 megie on the subject of the creation of* fund for the extension cf higher education. It is understood that the proposal does not involve the establishment of University buildings at Washington, m has been stated, but that id is Intended rather to place the funds In the hand* of Government trustees, from which fchs expenses of ceieivlng students maybe patllo' the encouragement of original 1 sa jarch at home and abroad. It is believed that the proposal has not yefc a'ien cor cc fee form, except as regards its general terms and the amoanc of the gift. The President will consult with fche members of Congress with regard to the proposed sift before making its terms public—Renter-
